I don't know how long a walk it is, but I have seen a lot of people from the cruise ships walking all over downtown & the waterfront. If I were you I would walk because the cabs aren't cheap. You can walk along the waterfront & enjoy all the sites. Victoria is a very walkable city. Sorry I couldn't be more help.
