When does the park close for the night or is no longer accessible to the public?

As far as I'm aware, it doesn't close. I've only ever been there during the day, riding the bike trail or walking. There's really not much else to do there except those things (& maybe fly kites or toss a frisbee), which are all daytime activities. To me, it would be a bit spooky at night, especially since during the warmer months (which is most of the year) there are a lot of snakes out & about due to the proximity of the rivers. It's hard enough to deal with them during the day when you can see them!
I run here almost every week and No there is not camping at Two Rivers park. There is camping at Maumelle park but it is 2 miles away and not connected.
