Yeah, if you want to go down river, certainly though any of the locks, you would need a licence from Canal and River Trust. Short term river only licences are around £20 for a week, or you can get a flexible 'explorer' which covers you for 30 days per year. Search 'canal river trust' website for short term visitor licences.
