This place is a public area. If it is closed means roads are closed, unless something unique is in place due to Corona, it will be open to public.

Jyoti Mahal and surrounding area is ok if you dont mind being steeped in it but if you prefer a bit more sedate look around Connaught Square area. Radisson Blu out at Dwarka Sector is good with rooftop pool and easy accessible by metro from airport and other attractions. Delhi Metro is brilliant, safe and very user friendly.
