When the game first came out there were no npcs and all space stations looked like this one except with power. After the npc update they updated the space stations but rare systems like this one still have the old stations they're just abandoned. I haven't seen one like this in a while though they're pretty uncommon

They show wear and tear, and some infestation. They do seem to have working terminals, but of course less to choose from, might even make some economic sense to use for some purpose.
